I downloaded file ‘fix_jp2.exe’ from ftp://pdsimage2.wr.usgs.gov/pub/pigpen/c_FORTRAN_code/. 
And put it in my HiRISE data folder, then ran the test command ‘fix_jp2 PSP_002743_1985_RED.JP2’ in a Command Prompt window. 
The fixed jp2 data can be used directly in both ArcGIS and ENVI when overlain with other CTX or CRISM data.
